甘肃华光寒区技术有限责任公司由原中科院兰州冰川冻土研究所与1995年5月创办，并于2005年成为甘肃省任命发展研究中心重点调研单位，同时也是甘肃省安全技术防范学会到理事单位。现有员工36人，其中职称5人，中级职称18人，95%是计算机及相关专业的大学毕业生。
